Isle of Palms, a barrier island city in Charleston County, is a well-known golf cart destination. The city permits golf cart operation on most public streets under its jurisdiction. Drivers must be at least 16 years old with a valid driver's license. Golf carts must be registered with the city and display a current permit decal. Operation is restricted to daylight hours. Golf carts are not permitted on Palm Boulevard (SC Highway 703) or IOP Connector (SC Highway 517), which are state-maintained roads. Cross streets and residential lanes throughout the island are generally accessible by golf cart.
Isle of Palms City Code § 18-33 Golf Cart Operation on Public Streets
Permits golf cart operation on public streets within Isle of Palms city limits, subject to registration and permit requirements. Golf carts must be operated by a licensed driver aged 16 or older. Operation restricted to daylight hours. Golf carts prohibited on Palm Boulevard (Highway 703) and the IOP Connector (Highway 517). All traffic laws applicable to motor vehicles apply to golf cart operators.
Isle of Palms City Code § 18-34 Golf Cart Registration and Equipment Requirements
All golf carts must be registered with the city prior to operation on public streets. Registration requires proof of liability insurance, proof of ownership, and payment of an annual permit fee. Golf carts must be equipped with working headlights, tail lights, and a slow-moving vehicle emblem. City permits must be visibly displayed on the golf cart at all times.
